A solo fit for the Rifter, intended to fight other T1 frigate in 1v1. This fit requires reaction as it can both scram-kite and brawl. Against blaster user (merlin/atron/incursus) prefer scram kiting at 8km with barrage, against other frigates brawling with hail is recommended. EMP is in cargo to hit a potential EM hole if you have the info on your opponent fit. Extra Hail for clearing plexes.
